Housing Authority Process Improvement, Paperless (Ecm) Technology Planning, And Computer Replacement Planning

Housing Authority admissions, management, maintenance, and operations have an increasing need to go paperless, improve efficiency/service, and replace older inefficient computer systems.

We have assisted Housing Authorities with the following areas:

  • Paperless technology planning – Develop requirements for Paperless (Electronic Content/Document Management ECM EDM) including scanning, capture, recognition, email and portal integration, electronic signature, content management, workflow, and electronic records management. Our work includes developing an enterprise-wide plan, documenting user requirements, identifying how to improve workflows, designing web portals to increase efficiency, developing vendor request for proposal (RFP), conducting vendor evaluation, and assisting with project management. We help HA go paperless for the first time, plan how to expand their current ECM/EDM systems, or replace older systems with newer ECM/EDM technology.
  • Process improvement – Document, measure, and improve processes to reduce costs, waiting time, unnecessary steps, mistakes, communication issues, uncertainty, and re-work. Identify ways to improve service and experience. Develop process baseline, normalizing and improving processes, change action plan, and standard operating procedures.
  • Computer system replacement – For systems not functioning or at the end of life, identify replacement goals, timeline, budget, functionality, cost, and options (hosting, migration, replacement). Develop application design/RFP and assist with vendor assessment.
  • Information Governance – Assess and update information governance (IG)/records management program public disclosure, email, and records management; policies, procedures, retention/ disposition, and training programs to comply with HUD, State and best practices requirements.
